First, vigorously promote the implementation of the Small and Medium-Sized Enterprise Promotion Law. Give full play to the role of the coordination mechanism of the State Council Leading Group Office for Promoting the Development of Small and Medium-Sized Enterprises, strengthen inter-departmental linkage and policy coordination, timely study and judge new situations and new problems in the development of small and medium-sized enterprises, and strengthen policy reserves.

The second is to study and construct a scientific evaluation index system with relevant research institutions. Entrust a third-party agency to evaluate the development environment of small and medium-sized enterprises in a timely manner, and conduct a comprehensive evaluation of the work carried out by various regions and departments to promote the development of small and medium-sized enterprises.

The third is to build an Internet publishing platform for SME policy information. Promote the open sharing of relevant policy information and data resources, build a hub platform for the collection and coordination of national SME policy data resources, increase policy publicity and interpretation, and enhance information transparency.

The fourth is to study policies and measures to promote the integrated development of large and medium-sized enterprises. Encourage large enterprises to open up resources such as innovation and R&D to small and medium-sized enterprises, and guide large and medium-sized enterprises to integrate and develop the industrial ecology.
